Kays seeking Council seat

Alan Kays of Bryant has announced his candidacy for the Bryant City Council, Ward 1, Position 2 in November 2014. The position is currently held by Alderman Wade Permenter, who is completing his first term within City government.

Kays, 45, is currently serving his second term on the Bryant Water/Waste Water Committee, in addition to serving as Committee Chairman in 2012.

“During my years of service on the Water/Waste Water Committee, we have taken many steps to improve infrastructure and plan for the long-term water needs of Bryant,” he said. “Through the construction of the new booster pump station and the new water tower and securing long-term water through Lake DeGray, we are putting in place the backbone that Bryant needs for the future.”

Kays added that he understands and shares the citizen’s concerns over current water and sewer rates in Bryant.

“Our committee works very hard to be good stewards of our customer’s dollars,” he said. “Our largest customer base is the citizens of Bryant – the individual users. That is one reason that I recently proposed increasing the discount to senior citizens in order to offset any increases that Central Arkansas Water may pass on to us. We can’t go backwards on improvements that we have made in recent years. We must protect and provide for our citizens.”

Kays also serves as Chairman of the Board member for Keep Bryant Beautiful, a 501c3, non-profit, volunteer organization within the City of Bryant that recently obtained affiliate status with Keep America Beautiful.

“As Bryant continues to grow and develop into a first-class community, we must be mindful of our environment – our green spaces, our parks, our streets, our waterways – as these are the very lifeblood of our community that must be maintained,” Kays said. “Beautification, sustainability and litter reduction/prevention are some of the big keys to our success.”

He is also a United States Marine Corps combat veteran of the Persian Gulf War and a graduate of the University of Arkansas – Little Rock (UALR), with a Bachelor of Science degree in Construction Engineering Technology. He is currently employed as an estimator/project manager with Flynco, Inc., a commercial general contractor. Kays, along with his wife and four children, have been Bryant residents for over 11 years.

“Through my military service, my service in City government and my service through volunteer work and non-profit organizations, my desire has always been simple – to serve,” Kays said. “I want to be an integral part of uniting our City government and citizens and moving forward in a positive manner. We need to focus on our citizens, their well-being and the managed growth of Bryant, while investing in resources such as our senior citizens, our children and our parks.”
