Mayor’s Proclamation
WHEREAS, it is with sadness that I formally acknowledge the death of former Mayor Roy Elston Bishop, the fourth Mayor of the City of Bryant, on Saturday, July 9, 2011; and
WHEREAS, Mayor Bishop served the City as an Alderman for two years beginning in 1973 and in 1975 was elected Mayor of Bryant and served until December 1978. In 1989 Mayor Bishop was again elected Mayor of Bryant, Arkansas, serving an additional two terms. During his first administration the first Municipal Court in Bryant was formed with D. Derrell Davis serving as the first Bryant Municipal Judge. The first police chief was hired during his term as well. Mayor Bishop’s steadfast leadership afforded our City many tranquil and prosperous years; and
WHEREAS, During his tenure he provided the oversight and vision for the much needed expansion of the police department and street improvements while at the same time preserving the city’s historic and quaint appearance that we have all come to enjoy. He was also responsible for the completion of one of our City’s major public parks – Mills Park. Home mail delivery was also initiated during the term of Mayor Bishop; and
WHEREAS, Born in 1928 in Arkadelphia, Arkansas, Mayor Bishop devoted his life to public and community service; and
WHEREAS, it is fitting and proper we pause this week to pay tribute to a man who gave of himself in service to his community. His life and legacy points us to the calling that each of us has as American citizens – to serve one another. May we honor his memory with admiration and respect for a job well done.
NOW, THEREFORE, I, Jill Dabbs, Mayor of the great City of Bryant, Arkansas, by the authority vested in me pay tribute to the memory of Mayor Bishop and as an expression of public sorrow, do hereby proclaim a time of mourning and time of celebration throughout the City of Bryant in recognition of the loss of and the life of
“Roy Elston Bishop”
I further declare, Wednesday, July thirteenth, the day of the fallen mayor’s funeral and interment, to be a Day of Remembrance in Bryant. I encourage all residents to pay homage to the memory of this fine man.
